I also got to design some floats for the '74 Carnaval and marched in the parade with the biggest samba school. I love my time in Rio but feel very attached to Manhattan, my home from '59-'74, through the '60's (!!).

I am challenged and somehow over looked this, can’t explain it simply is a personal problem. I apologize for the confusion I created.
People make personal choices about drugs and I doubt that they are caring about where the money goes. If a person were really concerned that the money goes to terrorists I strongly doubt that they would have started using.
As far as the policy toward those drugs currently ban, that is a community decision. The first problem with changing the current policy is that people have to move off the point of simply passing a law making the drugs legal. There is too much downside to the users and victims of the users to simply try to switch from illegal to legal. What needs to be done is an open discussion that first establishes the expectations that you would like to achieve with changes in current policies and practices, then focus on what can be done to achieve those expectations, and development of metrics to measure the effectiveness of the new practices (regular reporting) with a willingness to discard fails and to build on what works. You would have to be willing to accept the unpleasantness the users would have to experience with the new policies.
It seems that there are two ways to make drug trafficking unprofitable terrorists and gangster, there has to be an immediate, personal, and severe consequence to trafficking or there has to a change in the market price so the manufacturers make no profit.

I believe Wm meant those LYR times when several of the guys bang back and forth, forth and back with each other, usually several ganging up against a certain Christian believer - who, himself, also, often does not let a sleeping dog lie with his comments and responses. I am certain that Wm WAS NOT writing of you in any way, shape, form - mho!
